My adviser says we can talk about the RRSP and investments but I can't initiate changes from the USA - unless I do a transfer of authorization and delegate the authority to make the changes. I intend to have a family member designated accordingly.

Thats true I forgot about that.

At least that way plan changes/updates can be made.
