MORE than half of the state's schools are unhappy with their new halls, libraries or classrooms built under the Federal Government's $14 billion education revolution.

Concerns include inferior work, waste and worries schools were being ripped off.

A snap survey of 200 schools statewide shows 117 believe the construction projects are not providing value for money or have been delayed, seriously disrupting classes and students' activities.

Just 57 schools in the survey conducted by the Public Schools Principals' Forum said they were pleased with the way their projects had been handled while 27 were unsure whether they were getting value.

Cost blowouts running to hundreds of thousands of dollars on original estimates and radical changes to projects are the main gripes cited by principals battling to manage education programs on a construction site.

Forum spokesman and former primary principal Brian Chudleigh said yesterday it appeared many private schools, which self-managed their building projects, were getting vastly superior facilities to the public schools.

"Our major concern is about waste and about money being mis-spent or ripped off the top (in management fees and incentive charges)," he said. "This means schools and the community are not getting value for their dollar - in fact, far less.

"We are suspicious about the quality of buildings the public schools are getting. It seems a brick and mortar theme is evident in the non-government sector but far less quality in the public schools which are getting prefabricated buildings and demountables."

Mr Chudleigh said public school heads were discouraged from managing the construction projects themselves because they were made so complex and demanding.

"Principals mostly have not had the time to get involved but more would have with greater support," he said.

Private colleges with more freedom and support to self-manage appeared to have achieved a "much bigger bang for their buck", Mr Chudleigh said.

At least one government school in Sydney's west has offered to hand back almost $3 million in a dispute over the destruction of its award-winning Japanese garden.

One public school principal that responded to the survey complained about "poor communication at every turn".

"I will now get an empty, unfurnished, unusable shell of a building," they said.

Another said: "I cannot be more annoyed. The whole process has been completely bungled by the NSW Education Department. I wish I had self-managed" the project.

The Australian Federal budget had 8 years straight worth of surpluses, second year the left wing government is in office, they return to a deficit.

Scandal pointed that out to me..
