You are eligible 90 days prior to your third year residence anniversary. It is technically not 2 yrs 9 months, but 3 years minus 90 days.

i did not apply 90 days prior to my third year residency- i did not know that, but its ok, i past my test and am all good now just waiting for the Oath letter.

That is the earliest that you can apply for it if you are married to a US citizen (and married 3 years when you do submit the application). You can submit it at any time later than that, however - one month, one year, ten years. It is your choice - there is no required schedule you need to make. Some people chose never to become citizens even though they have been here many years.
