I realized the mailing address (I 751) in the instrurctions for VSC is:

USCIS Vermont Service Center

75 Lower Welden St.

PO BOX 200

St. Albans, VT 05479

The address states both a street # and PO Box #... seems strange. I want to mail it priority with tracking therefore should just mail it to: USCIS Vermont Service Center; 75 Lower Welden St.; St. Albans, VT 05479, and not include the PO BOX?

I am confused since i never addressed an envelop with both a street address and po box.

ALSO, I know we have to sumit a copy of the permanent resident card but do we also have to send a set (2) of current passport pictures for a new card?

The address is correct. As long as you use USPS you should be fine even if you overnight it! It is a strange looking address, but it works. I sent it priority with confirmation to that address and they received it.

As for the photos, no, they are not needed, just the front and back of your GC will do it.

the address is correct , VSC and other service centers use diiferent PO box numbers for different applications , for 751 they use PO box 200 , USPS will deliver it and also give a confirmation once it is delivered.. a VSC agent collects all these packets from the Post office , signs them and then USPS updates the tracking info , no photos needed , just the copy of the GC front and back

Photos are only needed for people who are posted outside the states ( example military personel and their families)
