Can I (USC) apply for green card for my mother while she is in a 3rd country?

Hi,

I have read that parents can apply for adjustment of status while in US with a regular visa, and can also apply in their country of citizenship. My question is can she apply for adjustment of status while she is in a third country as a tourist if she is staying there for 6-12 months?

yes she can apply for adjustment but you have to apply for I130 along with that.

Thanks for the reply. What is the basis of your answer? Would you please quote a USCIS source?

I would like to clarify that I know the process on how to apply for adjustment of status. My curiosity is limited to whether or not we can apply for it in a country where she is present as a tourist that is neither US nor her country of citizenship!
