i would like to know from you if the petitioner ( person seeking US citizenship) need to be accompanied by his/her spouse and or children to the Citizenship interview center.

They don't need to accompany you but you can still have them join you if you'd like. They will have to wait outside for you(in the waiting area). At the interview itself, the immigration officers will only allow the petitioner(the person who is seeking citizenship) in the main room, that's it.

This what the USCIS wants. but sometimes the IO let wife or husband to join in. like friend of mine the interviewer allowed his wife to join him, but she told her to not open her mouth while she's interviewing her husband lol

They are welcome to join you as you wait for your interview but it is highly unlikely you will be allowed in on the interview itself. I asked if my husband could join me and the IO said, 'no'. So, he waited in the waiting room. That seems to be the experience of virtually everyone I know.
