Have you ever been arrested, detained, charged, indicted, fined, or imprisoned for breaking or violating any law or ordianance (excluding traffic regulations), or committed any crime which you were not arrested in the United States or abroad?

technically the answer is no, but I do have a record from Canada which I submitted already in the K-1 and PR applications..

I find this question confusing..

anyone know the actual answer as to what the really mean?

What do you mean with 'technically the answer is no'?

You probably should elaborate. If you have a record in Canada, what is it from if not from one of the listed categories? Basically, "abroad" means from anywhere outside of the United States.

My guess is that since you already submitted a copy of this with your AOS then they already have it on record. What I am trying to say is that if you decide to not write it in, then they might feel you are not truthful during the interview and can easily tell you that a decision can't be made and you will receive the decision in the mail. So I would write it in and in the separate sheet of paper, you can mention it and you can also mention that you submitted a copy with your AOS.

As for the abroad - the US wants to know about your history not only in the US, but also outside the US and the question says "ever" so that means it is best if you put it in. If it is going to cause you any problems, then it should've made problems during your AOS and not naturalization.
