Sad to say, Imbra did not work

This guy was from the Phillipines, had a history of domestic violence, he was able to bring this poor girl over here and killed her this week by shooting her in the face at work

This is a case that needed IMBRA and they failed this girl

She apparently had children back in the Phillipines and knew this guy since she was 17. He was able to bring her here even with a domestic violence conviction and ended up killing her

That is a broad statement to make.

The article doesn't state he was convicted of domestic violence, only accused. The battery charge may not be domestic related.

It also doesn't state if he used the K-1, if he used a CR-1, IMBRA would not been in play.

They also had a 6 year child, so he may of brought her here prior to the IMBRA act. (article is not clear on the timeline).

Not excusing what he did, but IMBRA doesn't appear to be at fault here, with what is written in the article.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.
