The procedural path is now set on health reform:

1. The Senate convinces the House they have the votes to pass a reconciliation "fix" to the Senate health bill

2. The House then passes the Senate health bill

3. President Obama then signs the Senate health bill into law

4. The House then passes a reconciliation bill to fix the Senate health bill

5. The Senate then passes that reconciliation bill

6. President Obama signs reconciliation bill into law in about a month.

The only thing wrong with it is that the budgetary parts of the Senate bill which will be amended via reconciliation will have to be "renewed" every few years. But it appears this is the best they can do right now. So be it.

There is a good chance that only the budgetary parts will become law, steps 1-3. They could spend the rest of the session and then some, going back to step 4, over and over again. Poor Charlie Brown! Will he ever learn!

not a chance. the house has to pass the senate bill as-is or conrad won't let the sidecar through his cmte.

can pelosi do it? i believe she can. there's a reason the rethugs hate her. she's effective.

The Senate still gets one more bite at the apple, I believe. That would be the pisser: House passes the Senate bill as an amendment to the House bill, and it doesn't get through the Senate intact, on what would usually be an UC agreement. Enter Jim Bunning to force a vote.

Conrad has already ruled that out. No sidecar can proceed in the Senate without him.
