Timeline: I 130 received at Mexico on Jan 19th.

Letter writing me back dated Jan 25th.

Postage on the envelop: Feb 24th

I received the letter and my whole package (check included, so I have no number assigned) yesterday. It asks for:

- copy of my FM3.......that was already in the package

- copy of my spouse FM3............that was already in the package

- 3 utility bills...............(what's the hell for?)

- copy of the beneficiary passport.............no longer needed says USCIS website...(http://www.visajourney.com/forums/index.php?autocom=custom&page=i130guide1)

Well, one month and a half to send me back a package that was correctly done. Mexico DF seems to be incompetent and lazy. IMO they should have accepted the package and assigned a number and then ask for RFE for these $#@ utility bills !!!!

2010/01/16: I130 sent at US Embassy Mexico DF

2010/01/19: I130 received (UPS confirmation)

2010/03/03: I130 package returned. Asking for utility bills.

2010/03/03: I130 sent again at US Embassy Mexico with the utility bills...

2010/03/08: Received a call from the Embassy: I130 ok and sent to CDJ

2010/04/12: Received NOA2 by mail APPROVED on March 5th

NVC

2010/03/25: Case number assigned by CDJ.

2010/04/27: I864 and DS230 sent

2010/06/28: Interview... Approved !

WOW ! thats frustrating !.. In Monterrey Consulate told me about the 3 utility bills to demostrate that i am living here. But I explained to the official that I rent the house, so the utilities arent on my name, so he told me i can bring bank statements or my nextel invoices. And he said just with 2 bills he will accept my application. I will do it during this month (i hope). Also the advantage of filing in person is that he will review at that moment all the papers and only will accept them if all is complete.

And you're right !.. they supposed to assign you a number and send you a RFE!... they are really incompetent.. And also I think they send you back the package until you call asking for your application. Otherwise maybe they would continue holding it.

What will you do now?.. send by mail again?... Mexico City is far from you are living? because maybe is better if you apply in person.

and also that they asked you for things that technically shouldn't be required, such as a utility bill. I would think that would only be required for FM-2 people or those with dual nationality. Obviously, if you have a FM3, you have been living in Mexico or at least got a visa with all that implies. I'm sorry that they did that. I can only hope they won't be so ridiculous when I go in person.

May 9, 2010 - I emailed them using the inquiry form asking for my case number

May 17, 2010 - received case number and link to Packet 3 by email

May 18, 2010 - sent Packet 3 to Ciudad Juarez

May 28, 2010 - called Ciudad Juarez to see if we had an appointment yet, they said wait 6-8 weeks :(

May 30, 2010 - I return to the US

June 8, 2010 - called and found out appointment date

June 16, 2010 - received Packet 4

July 6, 2010 - interview - Approved!

July 7, 2010 - pick up visa at DHL and POE to activate

July 29, 2010 - welcome letter received

August 1, 2010 - my husband comes home to me

August 13, 2010 - received Green Card

September 28, 2010 - never received Social Security Card, had to apply for it, arrived Sept. 28

The instructions (in the sheet the consulate gave me) say: "FM2, FM3 or dual citizenship AND proof of legal residence in Mexico (electricity, water, phone bills on petitioner's name..the last 3 bills or statements)". So I think even if you have a FM3 are required to submit the utility bills.

Also... I dont understand why they ask for FM3 of both? the US Citizen and the beneficiary??...Claireg said that she sent FM3 for both...neither of them are mexican?..

Please let me know about it.. because my husband doesnt have FM3 or FM2 because he is mexican.

Lia..you will file in Mexico City? or which consulate?

I will definitely bring some proof of residence like you mentioned...Hopefully my monthly (GRR) taxes should be enough and my bank statements, and I will make a note in the packet that my passport shows I haven't left Mexico since I got my visa.

Claireg is the beneficiary and her husband is the USC...That's why they both have FM3s.

The wedding is this week :) and as soon as I get all the papers together, we are going to Mexico City to file in person.

Im sorry if I ask again..but.. i still dont understand about the FM3 for her... if her husband is de USC.. I imagine she is mexican....if so.. why she needs a FM3? :blink:

Thanks, claireg! I definitely won't forget my "comprobante de domilicilio" (Proof of residence) now...grr...

That was a quick turnaround on your part (not that anything was missing from your packet.) Did you send it to a service center or back to the embassy?

Oh man! I'm checking this after arriving to the States. What the f? They want utitlity bills too? I specifically asked them and they told me the FM2 is enough...no utility bills required!!!! I will be pissed if I get back in a month and a half only to find out they returned my packet because of that. Pinche DF!
