what's criterial for immigration inside of USA to approve K1?

we received the receipt of K1 application on Feb 10.

1. We wonder how long it will take for immigration have a decision on it.

2. How immigration decide whether the K1 will approved or denied? Do the K1 applications usually get approval inside of USA?

we are confused the process.
