I would do both but obviously not in the same envelope. Pay the fee online if you can.

ok ... I paid 70 $ ... in this weekend i will send DS 3032 because my wife doesn't have yet DS 3032 ... NVC send via mail ...

but i think I will send my DS 3032 by email ( because I too have DS 3032 ) that will be faster...

I have another question : What about sponsor ??? because my brotjer will be sponsor that will be good ??? Which form i need fill ?

Use the letter format for DS3032 found in the guide. The beneficiary can email it.
