Can you have two applications for the same person at same time?

My brother-in-law is a wood artisan, and there is a company who would like to hire him in the U.S. We were getting ready to turn in the paperwork for the I-130 sibling visa, but now I'm wondering if it will hurt his chances of coming on another visa, like the H2-B. Can someone apply for two different kinds of visas at the same time, or does it hurt their chances of getting one or the other? Thanks!
