I don't think so. But your first requirement (legal capacity to marry), if you plan to marry in the philippines, will come from them.

I dont think they do marriages...you can however do a marriage at her city or municiple hall in most cases (where you apply for the marriage license)

i was only asking because my fiancee is worry about fraud marriages. Do anyone know where a good place to get a civil marriage besides the hall or her city. Just curious if there is no good places to get marry then i will go get marry at the hall .

If you get a judge to do the cerimony, you will have no issues. that is why We did the church wedding...there were 10 other people besides us and the priest that had to sign the marriage license, which later becomes the certificate. We had 5 pairs of primary sponsors....one of the sponsors was the mayor of baliuag. Not that it matters, but as long as you have witnesses to sign at municiple hall (just like the courthouse) you will have no issues. Just make sure they do the papers legally...you can have people "help" the process along, but don't try to bypass anything. Once it gets reported to the NSO and is in the database there, you will be good to go.
