What is a "petitioner" ? Me the Canadian or the wife (American) ?

Should I fill up the Part II of DS-0230 or should my wife fill up and sign ?

hi petitioner is that person who filed the application in other word petitioner is the usa citizen

and benificary is that person who is non us citizen in other word who belong another country

so in your case your wife is the petitioner if she is a usa citizen

beneficary should fill up ds-230 part II

Since you are the Canadian you are the Beneficiary.

Your wife being the USC is the Petitioner.

Petitioner - petitions (request) that his significant other (beneficiary) be able to APPLY for an immigrant visa, we do this using form I-130

Beneficiary- Applies for immigrant visa using form DS-230

So you (beneficiary) are considered the applicant on form ds-230 , you fill and sign this form on part I, fill and do not SIGN yet part II, where it asks for petitioner or for spouse address you put your wife's info.

so for the SSN number part, I guess I should say YES for wanting one, shouldn't I ?
