My wife is an American, and I am a Canadian. A couple of days ago, we received the letters from NVC, it's a "DS-3032 Choice of Agent and Address" form and also they asked us to pay for a AOS fee of $70 online at www.ImmigrantVisas.state.gov, so we paid, but have not submitted the form yet.

Today, I received an email from my wife, it it's the receipt of the AOS fee payment for the IV case, payment status shows: "In Process"

This is my question:

From reading the steps on this page: http://www.visajourney.com/wiki/index.php/...onic_Processing,

1. Call NVC, get GUZ #, give email addresses of petitioner and beneficiary. NVC preps a 'DS-3032 kit', emails it to you.

2. Get the DS-3032 kit via email. (non-fillable DS-3032 pdf file, barcode info, and the AOS Bill link )

3. Send in the RIGHT DS-3032 to optin.

4. Pay the AOS bill online (70 bucks) and wait.

5. Register to view the new invoices/payment receipts

6. When the AOS bill shows 'paid' - send in the I-864 with the Coversheet and AOS receipt printed to pdf file.

7. When the IV bill shows up online to be paid - pay it, and wait.

8. When IV bill shows as 'paid' - send in the ds-230 with the IV Coversheet, IV receipt printed to pdf file.

9. When payment login ID no longer works, 'NVC Case Complete' - call NVC to verify.

It seems like we have skipped step 1 to 3 and still got the DS-3032, so if I understand correctly, I should now sign the DS-3032 form, scan it, and send in the DS-3032 and wait until AOS shows paid ?

Have you sent the email to OPTIN for Electronic Processing? The directives you quoted are for going thru NVC electronically.

NVC received: 02/18/10

Case complete @ NVC: 04/14/10

Interview @ Montreal: 07/13/10 - Approved

Does your USC Wife want to handle NVC Electronic Processing?

If so - use the wiki instructions - a MTL-bound petition qualifies.

No, actually - you got step 1 - a 'ds-3032 kit' was emailed to you.

you skipped steps 2 and 3.

you did step 4. maybe even step 5.

you are stuck at step 6.

steps 7 - 9 do not apply , yet, as you've not successfully enrolled in NVC EP.

there are two paths for NVC Processing -

1. Paper or

2. Electronic

right now, without doing anything else - yer pegged for 'Paper'.

if you'd like to go electronic - you need to OPT IN.

There are specific OPT IN Instructions there.

Yer right on the 'cusp' of that decision tree -

whether to 'go paper' or to 'go electronic'.

You can still choose to 'go electronic', right now.

Yer at the 'step' where it's up to you - which route to take.

If you want to go Electronic - you'll need to OPT IN via email.

You'll need the 'right' DS-3032 form - yer right though - FILL IT OUT, PRINT IT OUT, SIGN IT, SCAN IT IN,

then include it as a file attachment

WITH

the OPT IN EMAIL

and also have the 'right' body of the OPT IN email, as well.

THE Foreign Spouse MUST send in the OPT IN email .

So it's not too late to go electronic route ?

I have signed the DS-3032 and scanned it and mailed it to my wife.

What's a OPT IN email ? what do you mean having the "the 'right' body of the OPT IN email" ?

NEVER MIND ABOUT THE ABOVE, I just reread the instruction and I now understand what that OPT IN email is.

Where do you find the NVC post email ?

Guangzhou bound petitions - NVCGuangzhou@state.gov

Montreal bound petitions - NVCMontreal@state.gov

I went to the following site, and went to the PDF listed on there,

http://travel.state.gov/visa/visa_4411.html

and the email is NVCelectronic@state.gov for all Guangzhou, Montreal and Ashgabat post.

Does that mean they have changed their Optin Email address ?

you can prolly prep that now - you've got all you need, already -

ok ok, now for the DS-3032 part, I realized there's a electronic version of the form 3032 where has a place for pasting bar code on the top.

Now, I have received a paper DS-3032, is it ok if I sign the paper one, scan it, and send it to the NVC processing center with the OPTIN email ?

OR

should I fill the electronic DS-3032 online then print it, cut/paste the paper bar code from the "paper-DS-3032" onto the "printed-out-electronic DS-3032" bar code area, and rescan the "printed-out-electronic DS-3032" ?

I just want to make sure they accept the scanned-paper-version-of-DS-3032 for electronic processing.

some ppl have done that 'copy/paste' bit, most have not.

the only thing that DOES matter, is the file format - must be in PDF format.

Can I just scan the paper DS-3032 though ? Although the content and the options are the same but there is still a little difference between the letter DS-3032 and the online DS-3032, it's also hand filled, I hope they won't be too picky.

oh yeah, i scaned it in PDF format, no problemo there.
