A setback in Pennsylvania for the proposed Lackawanna Cutoff commuter rail line will not delay the project's start in New Jersey, NJ Transit spokesman Dan Stessel said Wednesday.

Stessel said construction will begin as scheduled later this year on a 7.3-mile rail line from Port Morris in Roxbury to Andover Township in Sussex County. It is intended as the first link in an 88-mile commuter train line extending to Scranton, Pa.

For its role in the project, Pennsylvania applied for $401 million in "high-speed" rail funding from the U.S. Department of Transportation. Federal officials, though, recently denied the request.

...

Norman Ressler of Jefferson, a longtime advocate for the project, said Pennsylvania mishandled the application by applying for high-speed rail funding, which he said is not an accurate description of the service being sought.

"When people think of high-speed trains, they think of 150-200 mph trains. That's not feasible here," said Ressler.

"In no way do we qualify for high-speed rail . . . unless we dug a tunnel through the Poconos," Ressler said.
