I am a US Citizen and have filled the I-130's for my stepfather and mother. My sister is 14 and she was put in my mom's I-130. I have since recieved the Immigrant Visa Fees for my mom and stepdad, but not for my sister.

My questions:

Do I need to pay the $400 for my sister too?

Do I have to include my sister in one of the I864s and if I do how do I do it?

I REALLY appreciate the help!!!

siblings aren't derivatives, you need to file a separate i130 for her. she cannot come with your mom.

parents and siblings are two different categories. so really, you haven't filed for your sister. and her petition, depending on from which country she is from, it will take more than 10 years. so she will be left behind. is there someone that can take care of her? once your mom is a LPR, she can file for her, but the same it will take many years depending from which country she is from.

unfortunatly if there isn't anybody then your parent's can't come.

The CR1/IR1 visa has no derivatives. You will have to file for your sister separately which will possibly take several years. Or your mother can file once she becomes a LPR but that too will take a few years. Check the timelines and PDs and see which works out to be a little quicker than the other. Parents and siblings are separate categories. Where is your family from?

so then If you file for her, the i130, it will take 11 to 13 years.

if your mom comes and files for her, it will take around 5 years, since she is only 14, she will be under 21 at the time of her interview.
