A quick google reveals this example...

The Baucus Amendment to the Senate Budget Resolution, which was passed on a 99-1 vote, extends middle-class tax relief, including the child tax credit, marriage penalty relief, adoption credit and the 10 percent tax bracket.

Looking at the original article, I find it odd that tax breaks only apply to those hiring the unemployed and not those creating new jobs, in general. What we need is for companies to make new jobs. Whether a company decides to hire someone who is working somewhere else to fill that new position or to hire someone who has been working for a month should not matter.

If one of my staff was to leave their job to go work somewhere else, it would easily take me 6 months or more to get a replacement approved. That's the reality in corporate America today. Hence, if a business hires one of mine, no job is actually created. Sure, we'd eventually create one down the road and now the government gets to pay for two tax credits even though only one job was effectively created - well, they could theoretically pay more tax credits if we'd play the musical chairs long enough. In fact, different businesses of the same corporation could really clean up moving staff around a little...
