Letter to Embassy for mother-in-law visit?

Hello all!

My wife and I are expecting our first child and she would like her mother to be here for the birth. Her mother is from Peru and is nervous about being denied the ability to come. The baby isn't due until October so her mother would like to go this month to start the process. I believe we can/should write a letter on her behalf but I'm not sure what would be appropriate for this letter and what sorts of things might be helpful to include. Is there a template or could someone provide an example of what they've done in this case?

The letter must specify: relationship with you and your wife, why you are inviting her e.g. (birth, wedding, vacation, graduation etc), duration of her visit, who will pay for her visit. Use terms such as, "we both can't wait to see you and your family again." This should give a basic idea.
