What was old, is new again. Any idea for my question though...

A minimum of one year legal presence is required by Pennsylvania law. PennDOT determines the expiration date of products based on your length of stay documents (typically the I-94) along with information from the Department of Homeland Security (DHS).

Does that mean she needs to live here for 1 year before even applying for a license?

It means that you need to have proof that you are allowed to stay in the U.S. for at least 1 year at the time you are applying for a license.

In plain English: you will need a Green Card, an EAD card, a work visa, or a student visa valid for at least 1 more year before they will accept your application.

No. It means she must have documentation showing that she's authorized to be in the United States for at least one more year. If the document she's using to prove lawful presence expires in less than a year then they won't issue a state drivers license to her. California has a similar provision, but they only require proof of at least six months remaining lawful presence.

No. It means that unless you have an immigration status that allows at least a one year stay, you don't qualify to obtain the license.
