The USCIS will decide whether to approve the petition (I-129F) or not. That's what happens to your case in California Service Center somewhere between 40 days and 5 months from filing the petition. Once the USCIS approves your case, they'd send it to the NVC where your case will stay in one day, a few days or weeks, or months (if you'd be put under the excruciating AP or additional processing). When your case leaves the NVC, it goes to the U.S. Embassy where the Canadian fiance/e applies for the visa. That's the stage for the medical exam and interview. The U.S. Embassy issues the visa.

CSC/VSC are different from the NVC.

Your paperwork goes to the NVC after it gets approved, paperwork gets approved at CSC/VSC.

NVC's job for K-1s is to basically send them to the consulates they need to go to.
