I received "Sign In Failed" on the NVC payment website today (I check every day) but when I called, the NVC operator said it was still processing.

Background:

I sent in the DS-230 and got an RFE for not including the 2 passport pictures (I did include them, maybe the person that opened the envelope dropped them on the floor) so I resent them to the NVC. The NVC received the pictures on the 11th of February.

Is it possible the NVC operator hasn't been updated as to the status of my case; or did someone happen to find the pictures and approved the case, then after it was approved, the envelope containing the second set of pictures was attached to the case thus delaying it?
