How long should a person go with no response to an I-130 before filing a writ of mandamus ?

Not yet, as I don't have any clear indication of how much time has been too much time?

Since you're past your processing time, set up an INFOPASS appointment. Contact your Congressman or Senator and ask them to look into your case.

03/27/2009: Engaged in Ithaca, New York.

I suggest you set up an infopass appointment, first, and find out exactly what's going on with your casefile. Don't accept any 'maybe' answers, be specific with your questions at that face-to-face meeting, ask them exactly 'when' the petition will be 'finished' with the extra checks that are being done on YOU.

I suggest you do stuff with the Immigration Liason Staffer at your US Congressman's or US Senator's office second.

Your case is a bit different (and unique) in that you had to get Biometrics done ON YOU after filing the petition. There's extra processing time for that, and the petition has a higher level of scrutiny as well, which takes extra time. Forget about the 'normal' casefile processing times for your service center with USCIS - they won't (IMO) apply to you.
