Does anyone know up to how long after the marriage that I should file for ROM? I saw somewhere it can be done within 12 months of the marriage. Can you file for ROM thru mail or should it have to be in person? Due to job scheduling I have to get renewals of passport as soon as possible but I haven't received all copies of my vital records (i.e. birth certificate) yet to be able to file for ROM at the same time.

Hopefully anyone could help. Thanks!

Yes, you should file for ROM within a year or there will be a penalty. I did file my ROM last november through mail. I sent it to San Francisco Consulate and took me 10 working days to get my passport back. Just follow the requirements on their website.

You have to be file it in person fo passport renewal though.

Some people don't, some people get it. I can't remember how much it was but it's in their website. You have to check which consulate your state belongs because every consulate has different requirements, don't know why.

I did read thier website and it doesn't say at all about the penalty for late filing. We paid $ 25 for filing the ROM.

I also have a question re: Report of Marriage. My husband and I got married in the civil court last month, but we also would like to go back to the Philippines later this year to get married in church. Which marriage should we report to the Philippine consulate and to NSO back home?
