At what part in the K1-process do I, the beneficiary, need to have my police records/clearance? And I need one from every city I've lived in since the age of 16, right?

You will need the police clearance when you go for your interview at the Embassy, so you can start collecting them while you're waiting for your NOA2. Yes, from every country you've lived since age of 16

You will need this for the interview/embassy stage of the process.

And I need one from every city I've lived in since the age of 16, right?

Depends on where you have lived. I don't know the requirements for all countries, but I do know that if you have lived in Pakistan, for example, you will need police certs from every area of Pakistan. In most cases though (outside of Pakistan and possible a couple other countries) you only need one police cert for each country.

K1: 01/15/2009 (mailed I-129F) - 06/23/2009 (visa received)

AOS: 08/08/2009 (mailed I-485, I-765, & I-131) - 10/29/2009 (received GC)

Check with the regional forum for Canada. Every country's requirements can be different.

Timeline

For Canada, you just need 1 police clearance regardless of how many cities or provinces you have lived in. The clearance document needs to say they have ran your name through the CPIC, the RCMP, or it must indicate that a "Canada wide" search has been done. You can go down to your local RCMP office or regular police station and have it done. Unless you have a criminal record you only need to have a name check done, no fingerprints. And, if you've ever gone by a different name, make sure they search using all your aliases.

if you have no criminal record you can get it done when you get pakage 3

when I went for the police record I went to the local police office ,

the officer was realy nice he said he can do it right there but it would take about a week to get the resolts

( and it would be only in french and 60 $since I lived in Montreal)

he advised me to go to the RCMP where it would be bilangual , and I could have the resolts right there and only 25 $

No, not needed for Canada - there was one person who was asked (that posts on VJ), but that had to do with child custody.

And marriage certificate if you were previously married - for K1 applicants only.

Check the RCMP website for offices in your area.

The RCMP office in Montreal doesnt do police checks or fingerprints anymore, so I was sent to a private firm, but they still do them in other areas ($25).

I just got back from getting it done it a private office. $40. Results sent by mail next week.

The guy also took my fingerprints, as I need them for an international police check. $30.

Depending on where you live it can take anywhere from a couple hours to a couple weeks to get the results, but typically it seems to take a week or less. You can get it done anytime you want, just be aware that it is only good for a year. Personally, I had mine done just after I got the NOA2.

I had mine done with the Niagara Regional Police in Ontario and it cost $40. I've heard of some getting them for $15, but I don't think I've ever heard of anyone paying more than $50, so I'd say that is pretty typical.
