Thanks for response from shirlJ1831, sbqwolf1, dwar49 and Luis&Laura. So right now i m in topsoturvy but there is one thing that the operator that replies to my fiance cant give the wrong information and also tell if u cant get the letter before 18 AUGUST inform us anyhow still is not surely confirmed

But i appreciate if more of my VJ friend response to forum. Your people advice is such a big boast and help us alot in some way to relax when we are so much restless to hear from USCIS or NVC

If I understand what you're asking, pperators aren't able to tell you how long you'll have to wait to get your NOA2 (the letter you mentioned). In fact, no one can, not even the adjudicator working on your case! All you can do is wait patiently.
