Here's my story:

I filed I-90 replacement for my stolen 10-year card last Oct. 2009. I had everything done, notices, biometrics...I moved back to my previous address a day after my biometrics was taken. I changed address online AR 11 and follow all the steps having pending application so that I can recieved my card back in my previous address (new address I say). On Dec. 8, 2009 I received an email update from USCIS stating PRODUCTION OF DOCUMENT ORDERED. By January 11, 2010 I made a follow-up call to USCIS customer service hotline since I didn't received my card. I called again on Jan. 15 and customer service told me that they sent my card on Dec. 14 and USCIS never received a returned mail so they declared it lost and had to file again (sucks, pain in my pocket). I couldn't accept that fact at first. Jan. 12 I received a letter from USCIS about that info that I need to file again since it's lost coz they hadnt received any return mail from USPS. I didn't bother to file right away because I have faith that maybe it would arrived sooner or later since I read one of the posters here like my case that it was lost and 10 weeks after his/her card arrived. On Jan. 20 I called USCIS again asking if they have my current address on file updated and told them that i have pending application/card and told them that I'm not sure if I click all completely the instructions of changing address online with pending applications (AR 11). The guy (USCIS hotline) told me that I can do it again online to make it sure. So I did what he told me. On January 21, around 9 AM USCIS-Houston office called and informed me that they sent my card on Dec. 14 to the old address. I was extremely devastated to heard that news (ouch), what a painful news birthday gift in Jan. 22, very terrible. I moved on my heart and mind after that and just accepted that fact. I prepared everything again for re-processing I-90 to get it ready to send by mail on Feb. 15. Fortunately, on Feb. 5 at 7:00 PM, I received a text message from USCIS regarding my case of I-90 (I was shocked). So I checked my status online, and it stated they (USCIS) received a returned mail from USPS stating that it was undelivered (my card). So, I immediately called that night same time USCIS hotline and informed them to process a request to send my card/returned mail to my new address and thanked God, the lady who I spoke to forwarded me to the expert processor hotline on returned cards to processed to my new address since it will not allow her to do anything anymore since it's been over 60 days already. So, I was referred and spoke to the guy and processed my request at that same night Feb. 5. Monday, February 8, 9AM I received a text message from USCIS about my case, checked it online and stated that they review again the documents and may cause another serious delays. On the same day (Feb 8) at 12 Noon, I received another email from USCIS stating they mailed my card. Hoooo!!!! what a great relief news...Today, Thursday Feb. 11, around 10 AM I received a priority mail envelope from USCIS and open it, FINALLY my circus travelling 10-year replacement card arrived.....Ohhh gosh, WHAT A LONG ADVENTURE !!!!! GOD IS GOOD !!!! Things happen for a reason....

My timeline:

10/5/2009 ---- Filed I-90 online

10/6/2009 ---- Made INFO PASS appointment in Houston, TX

10/7/2009 ---- Went to USCIS-Houston stamped my passport TEMPORARY I-551

10/22/2009---- Received biometric appointment

11/12/2009 ----Biometrics

11/13/2009 ---File AR-11 online with pending application

12/8/2009 ---- Production of Card ordered

1/11/2010 ----Called USCIS

1/15/2010---- Called USCIS

1/19/2010 ---- Received letter from USCIS (declared lost and need to re-file)

2/5/2010 ---- Received case status update of my case, called USCIS

2/8/2010 (9 AM) --- Received case status update

2/8/2010 (12NN) ---Received caste status CARD MAILED

2/11/2010 ---- Received my CARD in PRIORITY MAIL ENVELOPE

October 10th entered US with Visa Waiver Program for 2 weeks holidays (not usual with visa received!)

had to go through secondary inspections to explain

November 25th entered again US with WVP, officer did not notice my green card visa

left US on dec 28 to avoid meeting the substantial presence test for IRS

Jan 9 2010 entered and activated green card though PHL port of entry

waiting for SSN requested with DS230 and 10 years GC

01-30 received tracking number for GC Welcome issued on 01-27

but not yet SSN

SSN expected by Feb 20 else I might go and ask for one regardless of DS230

GC expected by March 27

Feb 3 2010 update card ordered says to allow for 30 days

Feb 8 2010 update saying approval notice sent

Feb 12 2010 received GC card Permanent resident valid till 2020

Feb 18 2010 went to file ss5 for ssn card as not yet received and center would not find me in ssn files

I don't understand why they don't send them express mail or fedex so they can be tracked. Something that important should not be left to the regular mail.

Note:

Please fill out I-130, wait 6 months for approval, then 3 more months for an interview. (Unless of course we've bombed your country into the stone age, then you qualify for expedited processing.)
