Under the Immigration Timelines link on VJ there is a list of "Approximate Processing Dates for Common Forms" on the right hand side of the page.

It states "Petitions with NOA1 dates as follows are currently be processed:

Under that I find I-130 for IR1/CR1 & K3 Visas

CSC: October 13, 2009

What does this mean specifically? That further processing is only being done on I-130's that have an NOA1 date of Oct 13, 2009?

Also, what is this info based on? Info from CSC or stictly based on info from VJ entered stats?

My understanding (someone feel free to correct me if I'm vocalizing from my posterior ;)) is that the data you see on that page is entirely from VJ user timelines, which is why it's very important to keep them up to date! :)

I agree. It is all user inputted data. So if people update their VJ timelines when significant events happen, then it gives a better idea for others still waiting for those significant events (like their NOA2, interview date, etc).

Overlooked the main part of your question...

It's an indication of how far back the queue is for processing I-130s. They're typically first-in-first-out, and they're presently working on the ones that were NOA1'd on October 13th. Presumably (though not always), then, if one's NOA1 was issued before 10/13, one should have their NOA2 soon, if not already.
