Does the petitioner need to provide a Police Certificate even if he doesn't have a police record?

The petitioner (USC) does not have to provide a police certificate.

The beneficiary does, at the interview, even if he/she doesnt have a police record.

From what I understand, the background checks done on the USC by USCIS will cover that and more.

From what I understand, the background checks done on the USC by USCIS will cover that and more.

That is correct. The US Citizen doesn't submit a police report but the result of his background check is inserted into the file. For a fiancee case, if he has convictions for domestic violence and fails to disclose them in the petition itself (where it asks about them) he'll get an RFE for the court records, at minimum and possibly have the petition denied.

Petitioners with certian convictions DO submit court records, which may include the Police report of their arrest.

Foreigners submit verification of no criminal record, for the most part but if the report is issued indicating a record, it may or may not prevent visa issue, depending on the crime(s).

Typically, they're not a big deal UNLESS you were charged with a greater crime (such as a DUI) or got your license suspended/revoked.

I did not list mine (and I've had quite a few parking tickets & a small handful of moving violations when I was first learning how to drive), and I didn't hear anything from USCIS for not including them.

Sometimes, if a red flag is addressed on INITIAL PETITION SUBMITTAL, and addressed not only PROPERLY, but to the unknown 'contentment' of any staffer reviewing the casefile, you MIGHT be OK. Maybe..
