I am wondering about bringing a parent over on a tourist Visa. What are the procedures for that?

My wife's mother was denied a visa once before when I went to Peru to get her for our wedding. Now my wife is a USC and wants to bring her mother here to the U.S. to visit. Can her mother just apply again or would it be better for my wife to go to the Embassy in Peru with her mom to show good faith for a Tourist Visa? Her mom has a business and owns several properties in Peru.

Thanks in advance for any help.

Why was she refused, she needs to overcome that for her next application.
