Fiance not in country of origin but in the UK

My Indonesian Fiance is living in the UK, and is currently a Resident. She cannot obtain a passort without a lot of hoops, time and money which we would like to use towards a Visa to the US.

My question is, does she have to go back to Indonesia where she is a citicizen, or can we go through the process while she remains in the UK.

If she is living in the UK legally, she should have no trouble interviewing in London.

03/27/2009: Engaged in Ithaca, New York.
08/17/2009: Wedding in Calcutta, India.
09/29/2009: I-130 NOA1
01/25/2010: I-130 NOA2
03/23/2010: Case completed.
05/12/2010: CR-1 interview at Mumbai, India.
05/20/2010: US Entry, Chicago.

12/07/2012: 10 year card production ordered.

09/25/2013: N-400 NOA1

10/16/2013: Biometrics completed

12/03/2013: Interview

I have a similar case, my fiance was born in Croatia but has been living in Serbia for more than half of his life.

Did she EVER have an Indonesian Passport? If so, she can apply for a NEW ONE at an Indonesian Embassy.

She doesn't need a UK passport at all.

If she is legal resident, permanent resident in UK, she can interview in London, with Indonesian Passport.

If her goal was to become UK CITIZEN, then maybe you want to put off any USA marriage or spousal visa for her, for a bit.

As a legal resident of the UK she can immigrate to the US from there. If her passport is about to expire, it might be a good idea to renew it before getting started.

She could get UK citizenship provided she meets the requirements, but it wont assist in immigrating to the US. Indonesia does not recognize dual citizenship and she would loose her Indonesian citizenship were she to take that course.
