DS-230 for me or for my children?

hi friends,

I have a friend of mine, he is the petitioner and he is sponsor his daugther and daughter's two children to U.S

here is the issue: NVC sent him instruction and instructed him to complete form DS-230 and send it back to NVC. here is the qwuestion, filing form DS-230 form himself or for his daughter?

11/01/2009: Sent I-130 to CHICAGO lockbox for mother

11/10/2009: NOA1 received

07/13/2010: passed interview

09/22/2010: Mother arrived U.S.A

The DS-230 is the immigrant visa application form, it's for the aspiring immigrant.
