I have paid $400 and the pay status said "PAID" on NVC website and I got the coversheet printed and DS-230 filled out. Can I send the filled out DS-230 & support docs now or Do I have to wait for Notification for NVC?.

And another question, on DS-230 for one of the beneficiary, on the question 34, previous military service, he was in military in his current country for 2 years from 1995-1997 and he doesn't have any paper work or supporting documents for that. Does NVC require any paperwork is he check "YES" to that question.

for 'when to send' - send it when you have the coversheet AND the 'paid receipt' printed out. include both in the DS-230 set.

re: military service. usually the original discharge paper will suffice. He should be able to GET THAT, unless he was a member of a failed regime that got blown to bits and the computers and warehouse storage are obliterated.

Thanh you for your answer & the link Darnell! No, he was not a member of failed regime. I believe he got the discharge paperworks when he got discharged, but he lost it since it has been too long and they don't have a system in place at that time to keep track of those paperworks. Now, It's really difficult for him to get the replacement. I followed the link and on military record section, it said military record for some countries are unavailable, please select the country to see if it's available. I check the country of Vietnam and It's said "UNAVAILABLE". Does it mean He doesn't have to provide NVC the discharge paperwork?

IMO, if the Discharge Record is available, then he should by all means try to get it.

If the discharge record is not available, then YOU will need to address this 'lack' in a letter of attestation or affadavit stating WHY the document is not available for NVC processing. NVC will probably accept the letter, but it is up to a visa officer at HCMC, both PRIOR to and ON Interview Day, to 'make a determination' on the 'validity of the reason' for the 'abscence of discharge papers'.

OTOH - what the heck do I KNOW?

I'm just shooting in the dark here. with 'general' advice.
