As far as I know, if you already HAVE a marriage certificate from abroad, you cannot get a US marriage certificate for the same marriage. (After all, the marriage was not performed in the US).

Is the language on your friend's certificate English? If not, the easiest solution might be to have it translated and then show both at the same time, the original plus the translation.

Otherwise, it might be the case, that the marriage certificate from abroad needs a special kind of certfication (I only know the term "Apostille", have no idea what it is in English or other languages....maybe "authentification stamp" or something like that?). Mainly it is a stamp which the certificate needs to make it "certified/authenticated for use in another country".

For example, if I (=German) want to apply for a new German passport because I changed my last name after getting married here in the US, I will have to obtain a special kind of "marriage certificate which has been authenticated for a foreign country". Here in the US, that stamp usually comes from the Secretary of state. It sounds like quite a lot of work, but maybe that is what your friend will have to obtain if no one will accept her foreign marriage certificate the way she has it.

Regarding the "remarriage without divorce":

I think what you mean is the "renewal of vows", where a married couple has a marriage-like ceremony after 5, 10, 20, or whatever many years of marriage just to re-affirm their commitment. But they do not get another legal marriage certificate.

Hope I could help a little.
