The instructions state: Department of Homeland Security with no abbreviations.

It is supposed to be just made to Department of Homeland Security. I, however, misread the directions and made it out to USCIS. They still cashed it with no problems or delay. I had a small panic attack when I relized my mistake, but it worked out fine.

Actually, the form says,

US Department of Homeland Security

Do not abbreviate "Department of Homeland Security"
