This is a real difficult situation to read. I think without the mention of a Shelter by her it would be easier to say that we don't know what she means by unsafe.

I know the first 2 months after my wife arrived here were very difficult on both of us (FWIW we're approaching 3 months since her arrival and the last few weeks have been much more stable). Even having entered on a CR-1 there is a lot of adjusting and she'd used the the word unsafe at least once but put into context I can to realize she meant she was unsure about what to expect as everything was different for her and we were both overwhelmed.

The long night on the internet, advice from a "Friend" and mention of a shelter to tend to push the look and feel of "what she's up to" into the spectrum of VAWA Scam just jumping a bit too soon.

At the OP, I would definitely wait to file the AOS until you are sure of her feelings and intentions. Waiting to AOS will not harm her but filing before you are sure will legally bind you to her via the Affidavit of Support. Ask her to attend couples counseling with you and offer that you will stay with a friend or relative for a while if it will help her feel safe.

You need to protect yourself as much as you need to help assure your wife's feelings of safely are met. You can do both if she is sincere about her feelings for you.
