I am a student and also working part-time. I got married few months ago and want to do the paper work to get my wife the citizenship. Since I dont enough money for the last 3 years on my tax returns so i got my brother to help me out. He makes enough for 2008 and 2009 but not 2007's tax return is just short of 4,000 dollars from the 125% poverty line. Should i submit my paper just to like this? is there other option? do you think the people who review the paper work will over look the 2007?

It's the current income that must be sufficient. 2007 income must be disclosed but the amount is of no consequence. I take it you're intending to begin spouse visa process, not "citizenship". See the CR1 guide by clicking on the word "Guides" at the top of any page here.

K3 is virtually obsolete, if immigration is the primary goal.
