Where to notarize for form w-7

Well it's tax time again and I'm even more confused this year. I am going to be filing as married jointly. I know I will have to apply for a ITIN for my wife using Form W-7. The thing I'm confused about is where to have my wife's proof of ID documents notarized so that they would be accepted by the IRS. She has a passport and I was thinking of having her send it here for me to make a notarized copy and then I'd send the passport back to her. Would that be accepted? If not where could she go? She lives in Tan Hiep, Kien Giang Province. She had the passport made in Rach Gia City.

The service of notarizing is to have a certified (notary) validate the signature. You won't be able to notarize the passport unless the notary is signing/validating a statement that you are in possession of it. Your SO will have to be present to notarize her signature stating that it is her passport and no one else's... (I did the latter for the marriage license)

From my experience, I didn't notarize my passport (for the same purpose) so I'm not quite sure why you are...

None the less, Mr. Saigon's response is spot on. In VN, the only places I believe you can get a notary is at the consulate/embassy--unless you know of a notary who happens to be in VN with their notary stamp... :)
