help husband is confused

We recieved Packet 3 12/29. My husband and I have been getting together everything that is needed. He didnt tell me anything about the medical forms but said he'd have to wait a week or two between everything to get his shots. I just found out that he doesnt need but one shot and he's had it already. He is confused with the Hep B shot because it says through the age of 19. The vaccination chart confuses him. He thinks that since he was 19 when we started this process last year that he needs it. He is 20 now and I believe that because he is 20 now that no longer applies, Correct? I think he is just dragging his feet. I also want to know if its possible to have the exam the day before the interview or will there not be enough time to get his info back. And if he stretches this out any longer and we pass the deadline date what happens? Do we have to start this process all over?
