Immigration Visa "List of Document" question

I am getting ready to mail all of the necessary documents for the CR-1....

"passport" = ok....

"birth certificates" = ok.... "

marriage certificate" = ok...

"Official Grant of Permanent Custody for Minor Children" = Not sure!

The instructions say to, "Please bring an official grant of permanent custody of each child... Evidence of permanent custody is also needed at the time of child's application... This statement must be issued by a legal authority."

What documents suffice as official grant of permanent custody? My son was born in Thailand. My name is on the birth certificate though we were not married at the time of birth. He has dual citizenship, i.e., both Thai and American passports and birth certificates as well as a US social security number. So I assume that the birth and marriage certificates will satisfy this requirement, right?

The child is a US citizen and does not need a visa.

I get it. So Official Grant of Permanent Custody for Minor Children is only for children who need a visa. I apologize for any off-the-wall questions. I am just going down the checklist of required documents for my wife's visa and want to be absolutely clear about everything. Better to get it all right the first time, eh?
