I am sorry. I need to pull back and regroup because i am getting a little confused. WHEN do we file the form 230?

I could have sworn I read he needs in for his interview but now I cant find that. I have looked at the flow chart again and I cant find it.

Do you mean the DS 230? That is used at the consulate. Most of them have you mail that in ahead of the interview, but each consulate is different. The below link should help.

The DS-230 is filed at NVC, after the visa processing fee (IV Fee bill) has been paid and before the interview.

I suggest you contact NVC and speak with a customer service rep. Our experience with NVC reps: they were very helpful and friendly.

If I am correct this is a K-1 case. We were K-1 and the DS230 was filed at the consulate not the NVC. In our case, after we received NOA2, packet three was sent to the beneficiary. This packet contained the instructions for DS230 and after completion it was sent to the consulate.

If it's for a K-1, be sure to check with the consulate since it varies. In Kenya you do not mail anything back to the embassy - you just bring everything with you to the interview. It should tell you in packet 3 what they want you to do with it, but when in doubt contact the consulate you'll be going through.
