A Modest Proposal is a very famous piece of Juvenalian satire written by Anglo-Irish writer, Jonathan Swift. It's not poor taste, it's satirical with a purpose: to show the English Ascendancy the ridiculousness of their ways in dealing with what they termed the 'savage Irish.' Swifts objective was to get people to examine their selfish ways and the dismissal with which they regarded the Irish -- whose lands they had taken.

Satire only works when you 100% understand the thing you are satirising. A lot of what passes on VJ is not satirical - people just lay claim to satire to be pretentious about their lame sarcasm.

Also he includes real ideas for change within his satire and then dismisses them as garbage while proposing preposterous ideas about what to do with the Irish. This is part of satire.

And the bit you quoted about the American is a little conventional wit, because Americans were considered by the British to be no better than the Irish -- thus savages themselves --- hence using an American as a cultured example was supposed to be funny.

A good number of folk have taken offense to the piece, when it is brought forth without any preparation. Worthy of note, was that the work was not worthy of criticism until it was "discovered" by George Wittkowski in 1943.

Well yeah, but the intention is pretty clear. Its not the author's fault if the audience are stupid. Needless to say, not everyone would have been offended. And I expect the academic "elites" would have gotten a good laugh at the expense of the simple folks.
