I think they frequent those places because they are usally open 24 hours...

They usually get their drinks for free from these 24 hour Convenience stores. Just their presence alone deters robberies or other problems. The store management takes care of them just for this reason.

A cop can't run or shoot straight if he doesn't have any donuts in his system..... :P

I still want to know how the cliche began though - I am sure it must have featured in a film or comic book or something, but it's not coming up in the google search I ran.
