unfortunately, NO, it won't be sufficient since an NOC is issued only by his employer whereas a police clearance is issued by the govt.

unfortunately also, he has to get a police clearance because he was in Qatar for more than six months.

maybe he can call Qatar directly and ask if he can get it through mail or something or have it sent directly to the US embassy where he'll be applying for his visa

anyway, good luck and god bless.

Tell him to go and find it out with the embassy of Qatar or just call them. I got my police clearance from Korean embassy in Manila.

He can also contact the contract company, ask them to start the process in Qatar. He may need to pay some fees for it, as well. That HR Department SHOULD KNOW what to do , to obtain the Police Clearance paperwork - be certain it's in English OR there's a Certified Translation Document attached with it.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

Oh yes, I certainly did. Unlike my Hong Kong Police clearance where I needed to send my application to their police station in Wnachai, it was very easy.
