Wich address the best to file to

P.O BOX OR Express/courier deliveries

And which one the best to use USPS OR UPS

It is up to you how you send the application.

If you are using USPS then you can use the Post Office number - only USPS can deliver to a post office box number (P.O. Box). Be sure to send it with some type of tracking ability so you know when it arrives and is picked up.

If you wish to use the courier you need to send it to the Express Courier delivery address as they can't deliver to a P.O. Box number. You can use any courier you like - UPS, Fed-ex, etc. They will also provide you with a tracking number so you will know exactly when it arrives.

I sent mine priority mail with a return receipt and a delivery confirmation by USPS. I had no problems. The choice, though, really is yours. Good luck.
