Anybody who received this kind of letter after NOA2?My fiance already called NVC to check if we already have a manila case no,but unfortunately NONE still=(..I don't know what this letter means but my Love told me not to worry,coz he have faith that i will have my medical and interview soon...Anyone familiar with this letter?

This means your case has been send back to USCIS for review. Generally, this just means more time in processing...dont lose hope.... if you do not hear anything within 5 months, you can create a service request. And then they will be obligated to reply.

I hope not but if your application gets denied you will receive very specific reason as to why it was denied. Instead of appealing, file a new one while making sure you address the previous denial reason sufficiently.
