I-864A instructions question?

I am going through all the papers trying to figure out what is attached to what and on the I-864A checklist it says "Proof of their residency in your household and relationship to you if they are not the intending immigrants or are not listed as dependents on your federal income tax return for the most recent tax year". What does this mean? My brother in law is filing I-864A because we live with him, and we need a joint sponsor.

It looks like a brother in law would use the I-864. They do not qualify as a relative.

The 864A instructions state: A relative who has the same principal residence as the sponsor and is related to the sponsor as a spouse, adult child, parent, or sibling;

so you think i should just fill out the I-864? cause i am printing all my forms off tomorrow and i don't want to fill out and print the wrong one. Thanks
