hello..I'm a u.s. citizen in the military currently stationed in S. Korea...I have a question regarding DCF. My wife lives in the Philippines right now, am I still eligible to submit the I130 (for K3 visa) through the us embassy here in Seoul? I will be transferring back to the states in may and I want her to come with me...

any help would be appreciated :)

You can petition her visa at the US embassy in Seoul and request for case transfer to Manila so she can have her interview there.

I don't think you can go for K3 through DCF. It has to be CR-1/IR-1.

It sounds to me that you are not eligible to file DCF either in Seoul or Manila. You and your wife must live in the same place under the same consular authority at the time of filing. If your wife was in South Korea, or you were stationed in the Philippines, or indeed you were together in any other jurisdiction then yes. Since it sounds like you are not living in the same country, you must file the I-130 through the US. You want to file for a CR1/IR1 -- the K3's supposed advantage (gets people together faster) is pretty much moot these days as the timelines for K3 and CR1 are almost identical. However, since you need to file via the US you are eligible to file for the K3 (DCF allows for CR1/IR1 only).
