cover letter for Packet 3 and 4??

Hi after a real long time, I was finally notified that I should have already received my Packet 3. They told me to download all the forms online and send them in asap. Now, do I need a cover letter when returning the DS-230 and DS-156 and so on?? I am so confused. I barely got any instructions from them on how to proceed now... my fiance is out of reach and i'm all on my own right now

and another small question. I was refused admission to the US in 2009? Does that count as a visit to the US or should I leave that out?

well Pack 3 is actually anyways just a letter, telling you to go on the government website and download the forms..fill them (DS 156 twice) and sent them back...no cover letter needed but if you have a Case # already write that one on the back of the envelope.

I would guess since you got refused entry it doesnt count as a visit.

Pack 4 is just a letter w your Interview appointment you receive from the embassy...you dont answer that one anyways so no cover letter either.
